The good news is that I came up with an even easier solution. After the first attempt fails (that is, a new User folder is created but no reference to that user is found in the sidebar or login window), just try to make that exact same account again. It will warn you that a User folder of the same name exists and asks you if you are sure you want to associate that account with the one you are now creating.
