Hi Adam,
The file upload problem is not fixed for me, I still have this problem with Safari 14.0.2 on Mojave. As a result of this I now have Firefox as standard browser. I still need some 32 bits programs, these are preventing me from upgrading to a newer version of macOS. Also this iMac runs fine and as I understand it newer versions of the OS are not optimized for Macs with harddisks. I’m waiting for the new Arm iMacs that maybe arrive this year.
With the new version of Safari (14.0.3) I installed today, the upload function works again for the sites I had problems with.
