You mentioned that you can’t use 1Password to create new passwords within Safari using the new password feature. I have found that if I disable iCloud Keychain it won’t prompt to create the password and you can bring up the 1Password interface right through the password fill feature. However if iCloud Keychain is enabled then it requires using the old way of the share sheet to get to the password fill by having to cancel out of the iCloud Keychain recommended password as you described in the episode.
